Priory Owners Plans to Relocate Bus Stop on The Bury (click here to view)

Plans have just been submitted by the Priory owners to discharge the conditions attached when they were granted PROVISIONAL planning permission for West Field and the Parkland.  These include the re-siting of the bus stop on the Priory side of The Bury.  The details can be found on the planning pages of the TDC website.  The proposals are to relocate the bus stop further towards the cross roads opposite the Social Club.  The proposals also include removing two of the parking spaces at the end of the Social Club (opposite the old butchers), removing two sections of the railings and making a pedestrian crossing. This would reduce the already limited parking facilities in the village in order to move a bus stop from the frontage of the Priory. TDC Planning Committee Reject Latest Priory Proposals (click here to view)

At a special meeting on 18th October 2016, the TDC Planning Committee rejected the latest proposals to build 72 houses in Westfield, behind Mill Street and 17 houses in the ancient registered parkland because they would fund only partial repair to the Priory and the harm caused to the setting and significance of the Priory, the parkland and wider conservation area would not outweigh the benefit. Over 200 members of the public attended the meeting held in the Princes Theatre.  Bev Lynn of Save Our St Osyth, Sonia Grantham from St Osyth Parish Council, John White and Michael Talbot, both ward councillors all spoke against the proposals.  No one spoke in favour on behalf of the applicants. The applicants had already taken the case to appeal by a government inspector because of ‘non-determination’ by TDC within the statutory time limit.  Tendring planners claimed this was due to the late submission of necessary documentation by the applicants.  Since it had been taken out of their hands the committee was therefore asked what decision they would have made.  They were told that their decision would help form the Council’s defence at the forthcoming appeal. The issue is due to go before a Government Inspector at a public inquiry starting on November 15, along with other proposals for the site. As already notified, The Special Meeting of TDC Planning Committee on 11th October has been CANCELLED.  . It has now been rescheduled for Tuesday 18th October in the Princes Theatre starting at 6pm (late entry is allowed).  The site visit will take place on the morning of 18th October.   . We cannot afford to leaflet the whole village again so please pass the news on as widely as possible particularly to any village groups you belong to.  . It has now been confirmed that the new applications will be included as part of the Appeal Inquiry already arranged to start on Tuesday 15th November.  . It is still necessary for the applications to be put to the Planning Committee and if they decide to approve them, the applicants say they will cancel the Inquiry – and that would be an end to the matter.  . So it is still essential to have a good turnout at the Planning Committee on Tuesday 18th October.  Please attend if you can.  . The new applications contain new/revised documentation and altered financial figures but there is no arrangement for objectors to address these in written form to the Inspectorate.  No written submissions from the public have been accepted by the Inspectorate since 3rd March 2016 although much new information has appeared since that date.  The notification does say, “You may also, if you wish, attend the Public Inquiry, and at the Inspector’s discretion, give your views.  If you wish to speak at the Public Inquiry, you must be there when it opens”. TDC Planning Committee Meeting – Tuesday 11th October CANCELLED (click here to view)

The latest twist in the Priory saga:   The special meeting of the Planning Committee on Tuesday next (11th October) has been CANCELLED.  The following statement was issued by TDC yesterday afternoon:   Following a briefing meeting held this afternoon with the Chairman and Vice-Chairman of the Planning Committee and consideration of external legal advice received by TDC, tomorrow morning’s site visit for the St Osyth Priory planning applications will NOT now take place.   The Planning Committee meeting due to be held next Tuesday (11 October) to consider the St Osyth Priory planning applications will also NOT now take place.  . We understand that this is because TDC have not made public all of the documentation received from the applicants.  . We also understand that the applicants have lodged an appeal because of non-determination of the applications within the time limit and therefore this will become the subject of a public inquiry – whether it will be put in with the one due to start on 15th November or whether it will be a separate one, is not known at present. .
